Children are welcome everywhere in Hawaii.
Some public beaches have lifeguards and bathrooms. Those will be the best beaches for children.
You can rent snorkel equipment on every island. If you snorkel a lot you can buy gear at local discount stores.
All beaches are open to the public, even those in front of resorts.
If there is a guard gate tell the guard that you want to go to the beach. Some resorts have limited parking designated for the beach.
If the guard asks your destination you may find parking if you go to the resort restaurants or shops and walk to the beach from there.
